Originally, the proposal to build a monument to the Black Hills far outweighs the concept of simply building a tower in the likeness of that most famous mountain in the world, Mt. Rushmore. The project was kicked off in an ideal fashion with an undisturbed monument during the Great Plains Indian Territory in South Dakota. The tower and surrounding Hancock Park were then relocated to the location and landscaped garden for the structure, as well as the adjoining memorial park.
About Mount Rushmore, the impetus for the structure was to borrow some of the military advantages the location derives from. It is interesting to note that the original proposal for the structure was rejected by the Carson City School Board as it would have bisected the Rushmore area in half. Therefore, the school district stated that any building plan must be based on symmetry and the proportions of the twin mountain towers anticipated by the layout of the site.
An estimated 55,000 workers were involved in the building of the monument and it opened to the public on May 17, 1941. The design was submitted by the assistant architect for the US Army, Herbert Aust. The tower was widely controversial as it was viewed to be pollutants that came on the grand capita scale and a significant cultural monument drawing 3.57 million visitors yearly. The tower was dismantled in 1950, just days after it was opened, and moved to a group of secure grounds approximately 7 miles away.
